Highways Operative – IOACC TMC (GR1013)

Purpose of job

To carry out operational duties as part of the provision of a quality highways and street lighting operational service. The purpose of this role is undertaking installation, maintenance and routine work for a full range of highway apparatus and assets. This is a physically demanding role which involves manual work including manual handling, working outdoors in all weather conditions, on public highways and footways.

A requirement of this role is to be on a stand-by/call out rota to attend to emergencies and reactive work outside of normal working hours as required. When a person is “on-call” outside of their regular working time they must be available to work at short notice to attend emergency /reactive situations and other planned works. Examples of emergency/reactive situations includes attending to temporary traffic management, clear up of road traffic accidents, floods, storm damage and winter maintenance (gritting and snow ploughing) operations. The role is a front-line service, contact with the public is highly likely and communications with the public will be needed from time to time.

Duties and typical activities will involve:

  • Construction including widening and repairing of roads, cycleways and footways
  • Installation and repair of kerbs, edgings, block and flagged paving
  • Repair potholes and cracks in surfacing
  • Maintain roadside verges
  • Installation, maintenance or removal of assets and street furniture such as signs and posts, lighting columns, bollards, fencing, barriers and ironworks.
  • Excavating and reinstatement of trenches for duct and drainage installation.
  • Installation and repairs to inspection chambers, road gulleys, drainage and ducted systems.
  • Liaising with clients, contractors, internal and external agencies at times
  • Respond to supervisor instructions
  • Winter maintenance duties which include gritting roads and snow clearing
  • Driving vehicles which may include vehicles up to 32 tonnes gross weight which might include the use of vehicle mounted cranes, tipper bodies, mobile elevated work platforms tower vehicles and gritters.
  • Operation of plant such as excavators, dumpers, rollers and telescopic handlers
  • Operation of various types of small plant, tools and equipment
  • Use of hand-held smart devices

Principal Accountability

The Operative is responsible to the Works Supervisor and is accountable for, but not limited to, the following:

  • Ensuring work activities are carried out effectively, to correct standard and specification
  • Adhering to company policies and procedures
  • Adherence to project specific reporting requirements

Detailed Responsibilities

The Highways Operative is responsible for, but not limited to, the following:

  • To receive work instructions from either the supervisor or manager
  • To identify and understand the task to be undertaken
  • To undertake Point of Work Risk Assessments for all activities prior to commencing them
  • Report close calls, near misses, incidents, accidents and good practices in the interest of health and safety, environmental and quality
  • To formulate the correct approach in carrying out the tasks, in a safe and effective manner, in accordance with health & safety procedures, safe working practices, including following and being involved in producing risk assessments and method statements and compliance with relevant legislation
  • To set out and install signing and guarding, work areas and sites in accordance with Chapter Eight of the Traffic Signs Manual and other relevant legislation
  • To use all equipment and machinery effectively, efficiently and in accordance with safe working practices. Including driving and operation of company or hired vehicles and plant
  • To use all materials in accordance with safe working practices, including manual handling and COSHH regulations
  • To keep all materials, plant, equipment and vehicles secure from theft and damage
  • To carry out and complete all aspects of work required within the given timescales
  • To report any faults with plant, equipment or machinery to the Supervisor or Manager
  • To fully participate in operational staff training and development programmes
  • To maintain good working relationships with the client and general public and deal with any minor queries or complaints, and to relay any significant customer issues to the Operations Manager, for further action
  • To work flexibly in the interests of the Company – including working on other schemes and projects which may be located outside the geographical area of The Isle of Anglesey
  • To work flexibly in the interests of the Company – including working on other schemes and projects. Such work might include work of a civil engineering nature, highway maintenance and winter maintenance operations
  • Undertaking other duties appropriate to the employee’s background, skills, abilities and training. Where this occurs, there will be consultation with the employee and any necessary personal development will be taken into account

Required experience, knowledge, qualifications, and training

  • Previous experience required of civils works, operating machinery, working on the highway
  • Full understanding of utility drawings and the dangers of damaging underground and overhead services
  • HGV Class 2 driver and NPORS or City and Guilds qualifications in gritter and snowplough for winter maintenance operations or a willingness and commitment to train for this role
  • Willingness and commitment to work out of normal working hours as part of a rota system in all seasons
  • Plant Operator or a willingness and commitment to train for this role as required
  • NRSWA Operative. Signing, guarding excavation and reinstatement or a willingness and commitment to train for this qualification
  • CSCS card
